Extended information on the use of cookies

pursuant to art.13 Legislative Decree 196/2003 and the Privacy Guarantor’s Provision n.229 of 8/5/2014

The websites of the Municipality of Parma use cookies and similar technologies to guarantee the correct functioning of the procedures and improve the experience of using online applications.
The websites of the Municipality of Parma do not use technologies such as cookies or similar for the purpose of collecting and/or transmitting users’ personal data, or profiling them.

This document provides detailed information on the use of cookies and similar technologies, how they are used by the Municipality of Parma and how to manage them.

Providing data through cookies is optional, but deactivating them could compromise the use of the site’s features, in particular authenticated access to the services provided.
The data will be collected and processed electronically only by specifically appointed individuals and in compliance with the rules on privacy.
The Data Controller is the Municipality of Parma, with registered office in Parma, Via Repubblica n.1. Those responsible for data processing are, each for their respective responsibilities: the person in charge of the desk and relations with the citizen and the person in charge of external communication of the Municipality of Parma; the managers of the Municipality of Parma, in charge of the Structure or Structures involved in the procedure and the companies owned by the Municipality of Parma, involved in the procedure or in the maintenance of the IT services of the Municipality itself.
Pursuant to art.7 of Legislative Decree 196/2003 you are the owner of a series of rights such as: the right to obtain confirmation of the existence or otherwise of personal data concerning you; the right to access your information and to know the purposes, methods and logic of the processing, the right to obtain the updating, rectification or, if interested, integration of the data processed; the right to object to the processing of the same for legitimate reasons which you can always exercise by addressing the relevant request to the Manager responsible for the Information Systems & Data Center Service.

Definitions

Cookies are short fragments of text (letters and/or numbers) that allow the web server to store information on the client (the browser) to be reused during the same visit to the site (session cookies) or later, even after days (persistent cookies). Cookies are stored, based on user preferences, by the individual browser on the specific device used (computer, tablet, smartphone).

Similar technologies, such as, for example, web beacons, transparent GIFs and all forms of local storage introduced with HTML5, can be used to collect information on user behavior and use of services.

In the remainder of this document we will refer to cookies and all similar technologies simply using the term “cookies”.

Types of cookies

Based on the characteristics and use of cookies we can distinguish different categories:

“Technical” cookies (analysis and performance). They are cookies used to collect and analyze traffic and use of the site anonymously. These cookies, without identifying the user, allow, for example, to detect if the same user returns to connect at different times. They also allow you to monitor the system and improve its performance and usability. Deactivating these cookies can be done without any loss of functionality.

Profiling cookies. These are permanent cookies used to identify (anonymously or otherwise) user preferences and improve their browsing experience. The websites of the Municipality of Parma do not use cookies of this type.

Third party cookies

By visiting a website you may receive cookies both from the site visited (“owners”) and from sites managed by other organizations (“third parties”). An example are the “social plugins” of Facebook, Twitter, Google+. These are parts of the visited page generated directly by the aforementioned sites and integrated into the page of the host site. The most common use of social plugins is aimed at sharing content on social networks.

The presence of these plugins involves the transmission of cookies to and from all sites managed by third parties. The management of information collected by “third parties” is governed by the relevant information to which please refer. Google Analytics

The sites of the Municipality of Parma also include components transmitted by Google Analytics, a web traffic analysis service provided by Google, Inc. (“Google”). Also in this case these are third-party cookies collected and managed anonymously to monitor and improve the performance of the host site (performance cookie).

Google Analytics uses “cookies” to collect and analyze anonymous information on usage behavior of the Municipality of Parma sites (including the user’s IP address). This information is collected by Google Analytics, which processes it for the purpose of drawing up reports for the operators of the Municipality of Parma regarding the activities on the sites. The Municipality of Parma does not use (and does not allow third parties to use) the Google analysis tool to monitor or collect personal identification information. Google does not associate the IP address with any other data held by Google nor does it attempt to link an IP address with the identity of a user. Google may also communicate this information to third parties where this is required by law or where such third parties process the aforementioned information on behalf of Google.

Duration of cookies

Some cookies (session cookies) remain active only until the browser is closed or the logout command is executed. Other cookies “survive” when the browser is closed and are also available on subsequent visits by the user.
These cookies are called persistent and their duration is set by the server at the time of their creation. In some cases a deadline is set, in other cases the duration is unlimited.
By browsing the pages of the Municipality of Parma websites, you can interact with sites managed by third parties who can create or modify persistent and profiling cookies.

Cookie management

Most browsers accept cookies automatically, but you can refuse them. If you do not wish to receive or store cookies, you can change the security settings of your browser (Internet Explorer, Google Chrome, Mozilla Firefox, Safari Opera, etc…). Each browser has different procedures for managing settings.The user can then decide whether or not to accept cookies using their browser settings.
Total or partial disabling of technical cookies does not compromise the use of the site’s features.
